Late afternoon on Monday, June 17, 2019, there was a Hit & Run that claimed the lives of a mother and her child. It also injured several other people in the Downtown area of Jefferson City, TN.
Witnesses say the mother was pushing the child in a stroller at the time of the wreck. They also state the car was traveling at a high rate of speed down the hillside.
The vehicle did lose control and crashed into the the Sustainable Aquatics building off Old Andrew Johnson Highway. Another person was said to be hit, just before the mother and child was hit. It has been reported that person received non-life threatening injuries.
Another person was inside the building and was injured. He took himself to the hospital. Not to mention that Emergency Responders were unable to enter the building due to the structural integrity of the building after the vehicle lodged inside.
The roads adjacent to the building was even closed too.
One person said he hit a stop sign too, that stop sign went flying in the air and hit their car and impelled into their car and broke their windshield too.
The suspect tried to flea the scene, but was detained by a citizen. Where the suspect claims the government made him do it.

At approximately 3:30 PM JCPD officers responded to a motor vehicle crash involving a pedestrian in the area of West Main St. and Russell Ave. Once on scene officers discovered a single vehicle lodged within a building and two pedestrians that had apparently been struck. First responders then learned of another crash scene on East Main Street where an additional pedestrian had been struck. The pedestrians from the West Main St. scene were found to be deceased while the pedestrian from the East Main St. scene was injured and transported to a local hospital. Officers also discovered that an employee located within the building had been injured and transported to a local hospital for treatment. One suspect has been taken into custody. There were three killed, the mother was pregnant.
Sierra Wilson Cahoon, 30 of Jefferson City, her son Nolan Cahoon, 2 and her unborn child were deceased at the scene on West Main Street.
Employee is still unidentified who sustained injuries.
Tillman Gunter, 61 of Jefferson City was transported to the hospital with non-life threatening injuries.
The suspect is identified as William David Phillips, 33, of Jefferson City. Phillips was transported to the Jefferson County Justice Center where he was charged with two counts of first degree murder and one count of attempted first degree murder. JCPD detectives expect to file an additional first degree murder charge.
The preliminary investigation has revealed that this was an intentional act of violence toward randomly chosen pedestrians. Investigators have determined that Phillips did not know the victims.
Phillips was traveling west on East Main St. where he swerved and intentionally struck a pedestrian. He then traveled less than a mile where again swerved and intentionally struck the next two victims at the Russell Ave. and West Main St. intersection.JCPD
Reports are saying the suspect, Phillips, had voices in his head to kill all the meth dealers. He also had a voice saying the woman was one and had meth in the stroller. Phillips now faces three counts of murder charges and one count of attempted first-degree murder. Phillips is set to appear in general sessions court in Jefferson County on Friday, June 21, 2019 at 9 a.m.
